Ok, Science Lesson!
Otosclerosis is a condition where there is a calcium build-up on the small bones in your middle ears. It does not (usually) cause a person to go completely deaf, but it can cause Tinnitus.
Tinnitus is a Phantom ringing, buzzing, etc. which can be constant or come and go. In some cases it can worsen in the absence of external sounds.
ok stay with me, don't fall asleep. With hearing loss, it is usually the high pitches which go first. In this case the girl has constant tinnitus, and the pitch that she hears can overwhelm some of the higher pitches. which is why she has trouble hearing them.

So! I am hypothesizing that the Music Meister uses a type of Overtone singing (look this up on your own ), to produce the pleasant audible note, and an inaudible pitch which somehow has a hypnotic effect.

and with the girl's condition, the inaudible pitch does not affect her.
